The Advertising Standards Agency has taken Valve to task for inaccurately “misleading” people about a discount deal involving the massively popular Grand Theft Auto 5.

At the time (in June), Steam’s sales page promoted a 25% discount on Grand Theft Auto 5 (as Rock, Paper, Shotgun noted at the time, with pictures to prove it). Everyone thought, “Great, the game’s only been out for a couple of months, and it’s already on sale for £39.99.”

However, the discounted Grand Theft Auto 5 was actually only £1 cheaper than its regular price (£39.99). How could this be a 25% discount? And why had the game’s base price suddenly increased to £51.98? Was this some sneaky way of attaching an eye-catching discount to a game that hadn’t actually been discounted?

“Hey, you tell them off.” “No, you do it!”

The truth is, the game hadn’t been discounted at all; instead, it had been included in a special bundle that included a £11.99 cash card for Grand Theft Auto Online, which was previously only available in-game. The bundle was discounted as a whole.

But even when you clicked through to the game’s Steam page, things weren’t clear. The bundle’s contents only listed the discounted £51.98 GTA 5 game – the GTA Online cash card wasn’t in the inventory, and it was only referenced in the bundle’s title. To make matters even more confusing, GTA 5 couldn’t be purchased separately on Steam at the time.

Why did this happen? Valve apparently told the ASA that Steam’s software had become confused and mislabeled the new bundle. When the error was noticed, GTA 5 was returned to sale alone, without a discount, for £39.99, but the strange original discount deal remained.

The ASA, understandably, ruled the whole thing “misleading” and ordered that “the ad must not appear again in its current form”. “We told Steam to ensure that their future savings claims do not mislead about the benefits available,” the ASA said.

The ruling also addressed claims against a Wolfensein: New Order Summer Sale price, but these were not upheld.
